{"id":5130,"date":"2009-11-29T19:39:57","date_gmt":"2009-11-30T01:39:57","guid":{"rendered":"http:\/\/wordpress-367309-1145705.cloudwaysapps.com\/?p=5130"},"modified":"2009-11-29T19:39:57","modified_gmt":"2009-11-30T01:39:57","slug":"unfccc-chief-says-copenhagen-conference-will-bring-clarity-commitment-action","status":"publish","type":"post","link":"https:\/\/sustainablog.org\/articles\/unfccc-chief-says-copenhagen-conference-will-bring-clarity-commitment-action\/","title":{"rendered":"UNFCCC Chief Says Copenhagen Conference Will Bring Clarity, Commitment, Action"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5131\" src=\"https:\/\/sustainablog.org\/files\/2009\/11\/unfccc.jpg\" alt=\"\" width=\"300\" height=\"200\" \/><\/p>\n<p>Speaking at a press conference from Bonn last week, <a href=\"http:\/\/unfccc.int\/2860.php\" target=\"_blank\">UNFCCC<\/a> Executive Secretary Yvo de Boer conveyed a message of &#8220;what can and must be achieved&#8221; at the <a href=\"http:\/\/en.cop15.dk\/\" target=\"_blank\">COP15<\/a> climate change conference that soon gets underway in Copenhagen. Referring to the urgency of the growing climate crisis, de Boer said there was no plan &#8220;B&#8221; for the conference, only plan &#8220;A&#8221; &#8211; for &#8220;action.&#8221;<\/p>\n<p><!--more--><\/p>\n<p>Spelling out the specifics of his plan of action, de Boer touched on three key points as elements of success for Copenhagen:<\/p>\n<ul>\n<li>All nations must bring to the table &#8220;in black and white&#8221; \u00a0four sets of commitments:\n<ul>\n<li>Firm mitigation targets from industrialized nations for proposed emissions cuts by 2020<\/li>\n<li>Clarity on the &#8220;scope and extent&#8221; of engagement from the developing world on curbing greenhouse gas emissions<\/li>\n<li>Clarity on both short and long term financing to support the developing world in its adaptation and mitigation efforts.<\/li>\n<li>A clear plan on how to deploy that financing<\/li>\n<\/ul>\n<\/li>\n<li>An agreement to start immediate action in the developing world:\n<ul>\n<li>that adapts to the impacts of climate chage<\/li>\n<li>defines a path for clean energy development<\/li>\n<li>secures the required technology for that development<\/li>\n<li>creates the skilled workforce to implement that plan<\/li>\n<\/ul>\n<\/li>\n<li>An immediate international plan to <a href=\"http:\/\/www.un-redd.org\/\" target=\"_blank\">preserve and sustain forests<\/a><\/li>\n<\/ul>\n<p>Last week saw movement from both China and the US in at least some of these areas.\u00a0The White House confirmed that president <a href=\"http:\/\/redgreenandblue.org\/2009\/11\/25\/obama-will-go-to-cop15-climate-conference-in-copenhagen\/\" target=\"_blank\">Obama intends on participating in the climate talks<\/a>,\u00a0bringing with him firm mitigation targets. China followed with a <a href=\"http:\/\/www.globalwarmingisreal.com\/blog\/2009\/11\/27\/china-proposes-emissions-target-ahead-of-cop15\/\" target=\"_blank\">pledge of cuts<\/a> in &#8220;carbon intensity&#8221; over the next decade. While neither country offers the degree of commitment considered necessary, any movement is a positive step that can spur further action and perhaps real progress.<\/p>\n<blockquote><p>&#8220;The US commitment to specific, mid-term emission cut targets and China&#8217;s\u00a0commitment to specific action on energy efficiency can unlock two of the\u00a0last doors to a comprehensive agreement,&#8221; said de Boer. &#8220;Let there be no doubt that we need\u00a0continued strong ambition and leadership.
