While positive on its face, this could be the same kind of BS that Dave Roberts <a href=\"http:\/\/gristmill.grist.org\/story\/2005\/2\/7\/152811\/7677\">discussed<\/a> in terms of cuts to farm subsidies.  That is, is this item present so lawmakers can make the &#8220;tough decision&#8221; to trim it?
