This article from MiddleTownPress.org gives a nice overview of the Bush administration’s “Clear Skies” program and the arguments surrounding it. And Gristmill has linked an article claiming that environmentalists have attacked the proposal reflexively rather than considering its potential for good. I’m still not sold. While I like the idea of introducing market mechanisms into the mix, the failure to address CO2 and the provisions that are clearly giveaways to utility companies (i.e., doing away with “New Source Review”) certainly taint the plan’s “environmental” agenda.
